About this session

India's "Insurance for All by 2047" vision demands innovative approaches to reach underserved populations, particularly MSMEs, informal workers, and low-income households facing significant protection gaps. This session examines Odisha's potential role in achieving this national goal through InsurTech innovation and regulatory experimentation.
Rather than relying solely on traditional models from established players, the discussion explores whether Odisha can position itself as an ideal sandbox for testing scalable, affordable insurance products. Panelists will debate the regulatory frameworks, public-private partnerships, funding mechanisms, and talent strategies needed to attract InsurTech innovation to the state, and whether breakthrough solutions developed in Odisha could serve as blueprints for national deployment toward the 2047 vision.

Key discussion questions include:
National Vision & Odisha's Role: What are the most critical barriers preventing "Insurance for All by 2047" from becoming reality? What unique role can Odisha play in achieving this national goal that established hubs cannot?

Regulatory Innovation:Is Odisha optimally sized to serve as a regulatory sandbox for insurance innovation? What specific regulatory flexibilities or frameworks would enable rapid InsurTech experimentation?

Product Innovation & Scalability: Can InsurTechs in India develop genuinely scalable, affordable products? What role should public-private partnerships play in subsidizing or de-risking product development for underserved segments?

Ecosystem Development: What would it take to attract InsurTech founders, investors, and talent to build in Odisha? Beyond funding, what infrastructure, talent pipelines, and support systems are essential?

Commercial Viability: How do we ensure testbed innovations become commercially viable rather than perpetual experiments? What metrics should define success for Odisha as an InsurTech testbed by 2030?
