Benchmarking India’s SME Ecosystem: In an era of Black Swan shocks, is India’s SME Finance and supply chain ecosystem equipped with the right skills to sustain long-term growth?

Micro, Small and Medium Enterprises (MSMEs) sit at the heart of India’s growth story driving employment, industrial output, and integration into domestic and global supply chains. Over the past decade, India has made significant progress in strengthening its SME finance and trade ecosystem, underpinned by rapid digitization, expanding financial access, and the development of world-class digital public infrastructure.

Yet, the operating environment for SMEs has fundamentally changed. Black Swan shocks ranging from pandemics and climate disruptions to geopolitical fragmentation and supply-chain volatility are no longer rare events. They are becoming recurring stress tests that expose not just gaps in access to finance or markets, but deeper weaknesses in skills, decision-making, and institutional readiness across the ecosystem.

This debate seeks to benchmark India’s SME finance and supply-chain ecosystem against this new reality. Beyond infrastructure and capital availability, we ask a more fundamental question: does the ecosystem possess the right skills across SMEs, financial institutions, platforms, and anchor buyers to absorb shocks, adapt under pressure, and sustain long-term growth?

Objectives:  
- Identify the most binding skills constraints faced by SMEs, financial institutions, and supply-chain partners during periods of volatility and disruption, and Black Swan shocks.  
- Examine the financial, digital, operational, and compliance skills SMEs require to meet the expectations of anchor buyers, digital marketplaces, and cross-border trade and the ability to pivot in the face of supply chain shocks.  
- Evaluate whether existing skilling models and programs are sufficient to unlock the full value of India’s digital public infrastructure for SME finance, trade, and global market participation. 
- Identify practical models—public-private partnerships, platform-led skilling, anchor-buyer initiatives—that can be scaled nationally and replicated across sectors. 
- Explore how banks, NBFCs, DFIs, FinTech's, and platforms can act as enablers of SME capability-building—through embedded finance, advisory, and skills-linked products.
